Texo LLC · Federal, state and local government
Texo is a systems engineering, AI integration and accelerator studio. We take the systems an agency already runs, put one reliable record underneath them, and build the applications, automations and AI tools on top: in the agency's environment, owned by the agency.
Registration
Texo LLC is an active SAM.gov registrant and a small business under its primary NAICS code.

Core Competencies
Most organizations already own the data they need, spread across systems that were never built to work together. Texo engineers the layer that connects them, then builds the tools a program needs on top, each one standing on the last.
01
Architecture across an agency's existing systems of record (ERP, CRM, case management, Microsoft 365, Procore), joined through their APIs into one data model, so new capability arrives without another silo.
02
Large language models and AI agents in production inside defined workflows: drafting, research, triage, content generation and cited answers over large records, with a named person approving what the system proposes.
03
Pipelines, unified data models and migrations, including legacy and SAS workloads moved to cloud platforms, with dashboards and decision views for each audience on the same record.
04
The recurring work that consumes staff hours (reporting cycles, document production, intake, routing, reconciliation) run by systems that hand people only the exceptions.
05
An accelerator model: the first tool ships in weeks on a shared codebase, and every later tool builds on the same foundation. Programs grow by adding applications, not vendors.
06
Scanned and native records read, classified and indexed, with every extracted value and answer cited to its source page.

Delivery Model
01 · Map
Work starts inside the existing process: the records, the systems, the hand-offs and where staff time goes. Each deliverable is defined against a written acceptance test.
02 · Build
Systems deploy in the agency's own environment, under credentials the agency holds. Data stays where it is.
03 · Prove
Before cutover, each system runs in parallel with the existing process, so accuracy is measured on the agency's own records before anyone relies on it.
04 · Hand over
Documentation, training and an operator guide, so agency staff run the system. Texo stays on as it evolves.
Past Performance
Selected engagements, described by what the work replaced, what was built and what it changed.
01
Outside engineering team for an internal tools program
BeforeA business unit's data and workflows sat in separate systems, and its ratings-and-reviews intelligence came from a third-party vendor.
The systemStarting from a portfolio hub and a weekly sync, Texo built and shipped a ratings-and-reviews intelligence tool, a launch hub joining marketing, sales and sentiment data, an automated deck generator, brand-asset search, and an image engine that produces brand-compliant assets from a creative brief. Everything runs on Apple's own infrastructure and under Apple's security review, on one shared codebase and data model.
ResultThe reviews tool replaced the outside vendor, each new tool builds on the last, work is handed to Apple's engineering team as it matures, and the engagement has been extended twice.
02
One record behind every project
BeforeEach project ran from its own ledger, folders and inbox; owner updates were assembled by hand each month, and the principal had no single view of where every project, payment and decision stood.
The systemOne record behind two views: a principal's dashboard across every project and each project manager's view of what is due. Meeting transcripts, email and messaging feed the record through an assistant that proposes updates for a named person to approve; owner portals and monthly reports run from the same data; contractor bids are leveled line by line against the architect's specifications.
ResultFifteen owner portals live; the assistant applied 117 approved changes in its first ten runs; bid analyses that took 5 to 8 hours by hand now run in minutes.
03
Acquisition sourcing system
In-house system, built by Texo's founder
BeforeTop-of-funnel screening sat with the managing partner, deal by deal, with no structured off-market process.
The systemOn-market screening, off-market ownership identification and broker cultivation across 38 target metros.
ResultScreening moved to analysts against structured fundamentals, producing a sustained on- and off-market pipeline and repeat broker relationships.
04
AI investment committee memo system
In-house system, built by Texo's founder
BeforeThe firm's 33-page investment committee memo was drafted in PowerPoint over a five-day, roughly 20 team-hour cycle.
ResultProduced at firm format in under an hour, with deal-team hours redirected to sourcing.
05
Medical-records review for trial
BeforeCharts arrived as native and scanned PDFs with inconsistent Bates stamps, the largest past 12,000 pages, and nothing tied a conclusion to its page.
The systemReads every page, indexes the chart in an encrypted database, summarizes it and answers questions; every citation carries the page, Bates stamp and quoted text, verified word for word before anyone sees it.
ResultIn production with 39 charts, measured against the firm's own answer key.
06
Inspection intake across industrial facilities
The systemReads inspection forms from an inbox and a compliance portal, resolves each to its facility, writes to the system of record and alerts on reported spills.
ResultIn parallel testing, 25 of 35 records matched staff entries exactly and the other 10 were correct by design.
The Partners
The partners scope every engagement and own its delivery; Texo's engineering team builds and supports the systems.
Five years in institutional real estate acquisitions at InSite Property Group and Ares Management, where he built the acquisition systems his teams ran on. Jack maps how an organization actually works and orchestrates the engagements that turn those workflows into systems.
Former CTO of the LA Clippers and United Talent Agency, where he built enterprise systems including the NBA's first customer data platform. Charles leads technology and platform architecture at Texo.
Formerly de facto CTO of lender Defy Mortgage. Mike leads engineering and operations at Texo and owns delivery, so engagements move on scope and on schedule.
